Uganda

Uganda is developing a National REDD+ Strategy as a long-term measure for tackling deforestation and forest degradation, ensuring sustainable forest management, and enhancing carbon stocks and forest biodiversity conservation, whilst meeting the demands for energy, and other forest products. The National REDD+ program is part of the National Climate Change Policy (NCCP) that aims for a harmonized and coordinated approach towards a climate-resilient and low-carbon development path for sustainable development. Within this context, REDD+ implementation has focused on those aspects of climate change that support development of a framework aimed at optimisation of mitigation, adaptation and sustainable development potentials of the forestry sector. The intended REDD+ strategy options have to be developed with a view to enhancing positive impacts, and reducing any likely negative social and environmental effects on forest-dependent communities and the communities’ over-all. In addition, Uganda envisions

  1. Recognition and active promotion of REDD+’s catalytic  role in restoring the forests and the value of the forestry sector as an integral part of Uganda’s green economic growth;
  2. Institutionalisation of REDD+ processes and coordination structures to deliver on its aims

The Towards Pro-Poor REDD+ Phase II project was designed to draw and document lessons to inform the national process of developing the Uganda National REDD+ Strategy. The ultimate goal of the project was for pro-poor principles and rights-based approaches to be integrated into Uganda’s National REDD+ strategy, and other frameworks for sustainable management of forest resources in Uganda.
