IUCN, UNECE and IGAD Secretariat with funding from OES US State Department and SDC supported the Second SMM stakeholders’ workshop held from May 6th-9th, 2018 in Mbale, Uganda. This workshop gathered nearly 50 participants drawn from: the European Union Delegation to Uganda, the German Corporation for International Cooperation (GIZ) based in Kampala, Uganda, the governments of the two SMM riparian countries (Uganda and Kenya), as well as NGOs, local communities and water users from various sectors (water supply, water resources management, irrigation, energy, fisheries etc.).The meeting took forward the deliberations on the SMM investment framework planning process using the Benefit Opportunity Assessment Tool (BOAT) which is a dialogue and decision-support tool in coming up with 4 preferred clusters of investment projects that each addresses a variety of stakeholder needs, such as infrastructure development, catchment restoration and protection, livelihoods enhancement, etc.  In addition, the meeting discussed the roadmap for the completion of the SMM investment framework as well as the institutional framework that would coordinate the SMM transboundary management and development ensuring the multi-level, stakeholder-inclusive approach.
