IUCN is a member-based organisation and its Members form the highest decision-making body of the Union, through the IUCN World Conservation Congress taking place every four years.
In the Programmatic Region of East Europe and Central Asia, 18 countries lie under the direct responsibility of the ECARO Office and the Membership network counts 39 Members in 15 of these countries. Strengthening and enlarging the membership network are the office's strategic priorities.
