Forest Law Enforcement & Governance

The European Neighborhood and Partnership Instrument (ENPI) East Countries Forest Law Enforcement and Governance (FLEG) II Program promotes sustainable forest governance, management, and protection of forests in Armenia, Azerbaijan, Belarus, Georgia, Moldova, Russia and Ukraine, ensuring the contribution of the region's forests to climate change adaptation and mitigation, to ecosystems and biodiversity protection, and to sustainable livelihoods and income sources for local populations and national economies.

At the regional level, the programme aims to implement the 2005 St. Petersburg FLEG Ministerial Declaration and support countries to commit to a time-bound action plan. At the national level, the programme reviews or revises forest sector policies and legal and administrative structures; and improves knowledge and support for sustainable forest management and good forest governance in the participating countries. At the sub-national (local) level the programme tests and demonstrates best practices for sustainable forest management and the feasibility of improved forest governance practices at the field-level on a pilot basis. The Program is funded by the European Union and implemented by World Bank in partnership with WWF and IUCN.
